I am on no call list

This is my cell phone, and I pay by the minute. I don't want calls from telemarketers anyway, but it's worse when I have to lose minutes to see their message!

this telemarketers are a pain in the ass they just keep calling there should be a law about them calling people

I am on a do-not-call list. addditionally, my own telephone can block calls--which I have done. Area codes 281, 702, 214 telemarketers just change their number and continue calling. The phone rings...I wait for 3 rings, answer, and no one is there; now I let it go to voice mail...there is never a message. Now, I also call back. I get, "this is not an active number. Please hang up and call again.". I wonder what can be done? I understand one can actually input any number they want as a return number, and change it as often as they like, and just continue calling.
