Called me several times today

Keep having numbers that appear to be local calling multiple times on some days. They have foreign accents and try yo get me to talk about Medicare and my health issues, but when I say he's not here right now, can I have him call you back, they either make up excuses as to why they can't leave a callback number or sometimes they immediately hang up on me.. I think they're using computers to spoof phone numbers to try to commit Medicare fraud? That's all I can think of because they've been calling since September (before registration) and keep calling after my plan was already set up. They refused yo tell me anything except that they work for Medicare as a patient advocate or some bs position. And they all claim to be calling from Richmond, VA but the area code is always local to my area?
