Who owns this number? If this is you, contact me

This number called me twice this morning. I do not know who this is

calls multiple times per week...harrasment

The number that appears on my phone as the caller is 408 477-3689, and that is the number they want me to call to retrieve a message. They say they are a VA Notification System. Since the VA does not notify me of anything by phone, I suspected it was not a legitimate call from them. They first called me twice on December 11 at 9:19 and 9:20 am and again four times this morning at 6:52, 6:54, 7:34 and 7:35 am. Is there a way to keep them from calling me? I am already on the no-call list.
