Social Security Scam receiving 2-3 calls a day sometimes.

I would like to know who is this person calling my phone

I received a voicemail on 12/11/2020, at 8:27 am PST. The person said that they were from Social Security. In the voicemail message that I was advised that I need to call immediately due to a collection issue. On the 4 calls I made, each time I advised them that I received this voicemail, and it was about a Social Security collection issue. On every call within a minute or less an operator's voice comes on stating "this call cannot be completed as dialed, and I get disconnected. I was suspicious, and was able to verify that the person I was speaking to was in Texas. Initially when I was called from this number, my security app said it was SPAM. Based on the information from Spokeo, I did not get any information on who the caller was, and it's listed as a cell phone. I doubt that a call from Social Security would be from a cell phone. The last time I called, and spoke to someone, I asked if they were in Texas, and if they were calling from Social Security. When I asked the Social Security question, I was disconnected.
