I have no idea why this number keeps calling and not leaving a message

This person called me 'rude' when I asked who was calling and why they were calling. It seemed like a logical question to me. Apparently, it didn't seem so to her. I wish those who are doing these random calls were better trained to say who they are and why they are calling up front.

This person didn't speak very good English & preceded to tell me that I had a bill from a hospital from 2011, he even had my ss number, I just called the hospital & they said they think it's a scam.
