Continues to call me asking for "Max Candy". This has been going on for months. I tell them it is a private cell phone and they tell me I'm lying. This is harassment and I will take legal action against the caller

My wife received a message from Officer Mark Foster--supposedly from the Department of Criminal Investigation of the Internal Revenue Service--notifying her of "serious allegations against her Social Security number. The voice was heavily accented (Indian?) but the implied threat was obvious.
