Called and didn't say anything then hung up

Keeps calling my cell

they hung up after i answered

Called me on a transferred personal landline number...which I had shut off due to unwanted calls which the no-call list didn't block...now being transferred to cell phone, which charges me to answer these number. I am sick of unwanted calls. Have quit answered primary landline and only use it for my outgoing calls to 800 #'s; using the cells for paid long distance. There should be some button to push which blocks unwanted callers, on the phone itself. How hard could that be?
