my phone is a no call by telemarketer phone

This number is a telemarketer trying to sell home security systems. I have told them to take me off there calling list as my number is a no call number it has been for several years. I live in an HUD apartment building I could not put in an alarm system if I wanted to. I have asked them to stop but they wont take me off there list. What can I do to get the calls to stop, I'm tired of answering the phone and no one their. They call hangup and get you to call them back and then tell you its an Important phone call and make you wait on line then come in with the sphell about I have been selected for a free security system and it wont cost me anything except the small monitoring charge of 19.95 pr month and the system is free con we have an agent stop by tomorrow around 10 AM or will 3 PM be better
