This number continues to ring to my phone and when I pick up it disconnects. This number started calling into my phone at 11:39 am (EST) today, November 29, 2013, and has not ceased. How can this type call be prevented?

Just would not stop calling! Perhaps an "Educational Opportunity" telemarketer?
