Harassment calling saying stuff and texting people stuff

This person has called me and do not know him

It seems like a scam...something about a toll needs go be paid or the car will be impounded

Tried to verify my name. I refused and caller hung up.

I've received a phone call from this number Monday, Tuesday, Friday of this week, 3x last week, 3x the week of 2/17, 3x the week of 2/11, 3x the week of 2/5, 1x on 1/31 if I answer they hang up. The number is now blocked but its super annoying.

It kept asking for nudes and Im just a child

Creepy text from someone saying hi, it's Karen. I know 3 and none of them have PA area codes. I believe it's one creepy guy that said his name was Kevin that seemed normal at first then let the crazy out and told me he wants to be locked in a cage and humiliated by having pics taken and then be black mailed with them. I told him I wasn't interested and stopped talking to him. A few weeks later he texts and calls after I deleted him as a contact so I called to see who it was. After learning it was him I told him AGAIN no thank you, not interested and hung up and blocked his #. Today he texts from a different # pretending to be this Karen person. I blocked this # after telling him to give up. Hopefully he gets the hint and stops bothering me.

How do we get these ANNOYING calls to stop? I believe they qualify as harassment
