Sioux City, Iowa, located in Woodbury and Plymouth counties at the navigational head of the Missouri River in northwestern Iowa bordering South Dakota and Nebraska, is the fourth-most populous city in the state with a 2020 census population of 85,797 and the county seat of Woodbury County. The city traces its origins to the Lewis and Clark Expedition of 1804, when Sergeant Charles Floyd became the only fatality of the expedition on August 20, 1804, commemorated by the Sergeant Floyd Monument, a National Historic Landmark that anchors the cultural attractions including the Sioux City Public Museum, Art Center, and the Riverfront park complex. Sioux City was established in 1854-1855 as a major transportation hub for westward migration and gained the nickname "Little Chicago" during Prohibition for its role as a beverage distribution center, while in 1891 it hosted the world's third steam-powered elevated railway, later converted to the first electric-powered elevated system in 1892. The city experienced national attention on July 19, 1989, when United Airlines Flight 232 crash-landed at Sioux Gateway Airport, resulting in 112 deaths but 184 survivors rescued through rapid emergency response. Sioux City anchors the five-county Sioux City metropolitan area with 144,334 residents and serves as the primary hub of the Siouxland region spanning northwestern Iowa, northeastern Nebraska, and southeastern South Dakota. Carter Lake is a city in Pottawattamie County, Iowa, with a population of 3,791 as of the 2020 census, located west of the Missouri River as an exclave surrounded by Omaha, Nebraska on three sides and serving as a suburb of the city while surrounding Eppley Airfield on its south and west sides. The city's unique geography resulted from an 1877 flood that redirected the Missouri River 1.25 miles southeast, creating an oxbow lake that became a recreational destination with boathouses, hotels, and clubs. A U.S. Supreme Court ruling in 1892 (Nebraska v. Iowa) determined that Carter Lake belonged to Iowa despite its location west of the river, establishing a legal exception for river avulsions that contradicted the standard rule of gradual boundary changes. Originally part of Council Bluffs, Carter Lake incorporated as an independent Iowa city on July 2, 1930, after residents' 1920s secession attempt from Council Bluffs failed when Omaha declined to extend municipal services. The city became known as a gambling hot spot during the 1930s and '40s, featuring establishments like the Chez Paree casino, while earlier hosting two amusement parks operated by the Munchoff Brothers between 1905 and 1933. Council Bluffs is the county seat of Pottawattamie County in Southwest Iowa and the tenth-most populous city in Iowa with 62,799 residents as of the 2020 census, located on the east bank of the Missouri River across from Omaha, Nebraska. Known as Kanesville until 1853, it served as the historic starting point of the Mormon Trail and the northernmost anchor for emigrant trails due to its steam-powered ferry crossing the Missouri River. The city became a major railroad hub when the first transcontinental railroad to California connected to the U.S. rail network there in 1869. The area's history includes the Pottawatomi Indian Reservation established in the 1830s under Chief Sauganash (Billy Caldwell), and the 1838-39 founding of St. Joseph's Mission by priest Pierre-Jean De Smet. Today, Council Bluffs is a principal city in the Omaha-Council Bluffs metropolitan area.
